Job description:

LATA is currently searching for a Manager of the Site Environmental Compliance section for the project in Carlsbad, New Mexico. This is a government contract to the U.S. Department of Energy (DOE) supporting the Waste Isolation Pilot Plant (WIPP). The WIPP Site Environmental Compliance section of LATA provides environmental regulatory technical expertise on all facets of environmental compliance at the WIPP facility.


The Site Environmental Compliance Manager works collaboratively with the Management & Operating Contractor, the U.S. Department of Energy (DOE) Carlsbad Field Office (CBFO) c, New Mexico Environment Department (NMED), U.S. Environmental Protection Agency (EPA), various Waste Isolation Pilot Plant (WIPP) site departments, and other environmental groups within the LATA organization to ensure that Federal, State, and any local regulatory requirements are satisfied. Areas of responsibilities include the following:


• Resource Conservation and Recovery Act (RCRA)
• Clean Water Act (CWA)
• Clean Drinking Water Act (CDWA)
• Emergency Planning and Community Right-to-Know Act (EPCRA)
• Clean Air Act (CAA)
• Toxic Substances Control Act (TSCA)
• National Environmental Policy Act (NEPA)
• National Emission Standards for Hazardous Air Pollutants (NESHAP)
• Environmental Management System (EMS)
• Pollution Prevention (P2) and Sustainability


This position supervises a group of approximately seven professionals who generate biennial, annual, and semi-annual reports required by environmental regulations, permits, DOE Orders, and contract deliverables. The environmental group also conducts inspections and manages site generated low-level, mixed low-level, and hazardous waste for off-site disposal.

Responsibilities

• Manage a group of approximately seven professionals performing activities of environmental compliance for the WIPP facility in the areas listed above, including all reports and regulatory requirements for each area.

• Interface with DOE-CBFO personnel during operational activities and submission of reports.

• Interface with regulatory agencies such as NMED and EPA personnel during inspections, new permit acquisition, and established permit requirements and modifications.• Interface with other departments to ensure that aspects of environmental compliance is considered during project development and implementation.

• Work with LATA Project Controls on the Environmental Compliance group budget and project budgets for the upcoming year.

• Advise the Environmental Compliance group as well as other departments as to performing work and maintaining compliance with projects that arise during operations of the WIPP facility.

• Generate and provide the following deliverables in collaboration with the Site Environmental Compliance group:

 Biennial Environmental Compliance Report
 Biennial Hazardous Waste Report
 Annual Site Environmental Report
 Annual NEPA Mitigation Report
 Annual NEPA Summary Report
 Annual Polychlorinated Biphenyl (PCB) Report
 Annual Superfund Amendments and Reauthorization Act (SARA) Tier II Report  Annual Toxic Release Inventory
 Annual Hazardous Waste Generator Report
 Annual Baseline Low-Level Waste Disposition Report
 Annual Waste Minimization Plan
 Annual Site Sustainability Plan
 Semi-Annual Discharge Report
 Semi-Annual ISO 14001 Certification Audits

Qualifications

Minimum Position Knowledge, Skills, and Abilities Required:

• Bachelor of Science degree in Science or Engineering and 8-10 years of experience.
• Five years of experience in the area of environmental compliance.
• Five years of experience in managing personnel.
• Knowledge and experience dealing with site generated low-level, mixed low-level and hazardous waste.
• Broad knowledge of environmental laws and regulations.
• Effective verbal and written communication skills.
• Ability to develop knowledge of, respect for, and skills to engage with various site-wide departments and organizations.
• Attention to detail is required. Initiative is required.
• Ability to use Microsoft Office to prepare Word documents, Excel spreadsheets, PowerPoint presentations and reports is required.

 

Preferred Position Knowledge, Skills, and Abilities Required:

• Bachelor of Science degree in Science or Engineering and 15 years of experience.
• Ten years of experience in the area of environmental compliance and managing personnel.
• Extensive knowledge and experience dealing with site generated low-level, mixed low-level and hazardous waste.
• Extensive knowledge of environmental laws and regulations.
• Effective verbal and written communication skills.

Pay Range

USD $105,432.00 - USD $189,768.00 /Yr.
